Additional Import Documentation
Customs may require a Certificate of Origin for all textile shipments depending on the harmonized tariff code. Only textile samples that are marked or mutilated in a way that ensures use only as samples, can be imported without a Certficate of Origin.

The Certificate of Origin must meet the following Customs stipulations:

  • Must be an original form
  • Must contain the shipper's original signature in ink
  • Must be issued by the Chamber of Commerce
  • Must contain a seal or watermark in the paper
  • Must provide a detailed description of the goods. General descriptions of goods, such as "clothes" or "garments," will not be accepted.

With reference to the latest communication sent by the Italian Ministry of Health (goods for San Marino are cleared in Italy), it is strongly recommended that goods (tyres ,cut flowers, ornamental plants, exotic wood) originating from the following countries or territories are accompanied by a disinfection certificate, released by the local Health Authorities:

Barbados, Bolivia, Brazil, Colombia, Ecuador, El Salvador, French Guiana, Guadeloupe, Guatemala, Guyana, Haiti, Honduras, Martinique, Mexico, Panama, Puerto Rico, Paraguay, Saint Maarten and Venezuela.

Goods that are not accompanied by this certificate may require to be disinfected at import, prior to being released, by authorized companies. Clearance delays might occur.

Goods under IATA Special Provisions A67 require a MSDS (Material Safety Data Sheet).

It is not required for all, however shipments can be held by local authority in United Arab Emirates after screening due to lack of MSDS (Material Safety Data Sheet) or NON DG (Dangerous Goods) declaration letter from the shipper resulting to misconnections and impacting end-to-end service.

It would be advisable for all shipments originating, transiting and terminating for UAE to have MSDS or NON DG declaration from shipper enclosed in the shipment and copies to be uploaded in IDIS.

All shipments to San Marino must clear Customs within 3 calendar weeks or the shipment will automatically be confiscated by Customs and returned to the shipper (authorization required) or abandoned.

During this 3-week period, UPS Italy will attempt to contact the shipper a minimum of 3 times to ensure the shipper is aware of the pending confiscation date and to provide options.

The Consignee must provide the name of a broker in San Marino. UPS delivers the shipment to the broker for local clearance and administration of local procedures. Therefore Proof of Delivery reflects the broker's signature, not the delivery date to the consignee. Duties and taxes are calculated by the brokerage which is external to UPS, so we are not able to provide the exact amount that can only be paid by consignee. If the receiver refuses to pay, then the shipment can only be returned to shipper or abandoned, free domicile is not allowed since the broker is external to UPS and all customs issues (included duties/taxes) are handled by them.

Please note that not only the value(s) of the commodity/commodities have to be considered when calculating duty and tax, but also the freight charge and other fees.

Billing Options
  • Shipping charges can be billed to the shipper, receiver or a third party.
  • When billing the receiver, either the shipper or receiver's account number is required.
  • When billing to a third party, the third party's name, country or territory and account number are required.

Commodity Specific Stipulations

There are special stipulations on the following commodities when shipping to San Marino. If you plan to ship one of the commodities listed below, be sure to adhere to the following stipulations in order to avoid delays and holds at customs.

Cows, goats, sheep, and pigs are considered domesticated animals.All other animals are considered non-domesticated animals. Items or products made from non-domesticated animals are restricted in the UPS system and only allowed with a UPS ISC contract. CITES permit and additional restrictions may apply, please check with your local ISC Coordinator.

All animal products must be accompanied by a Health Certificate, except processed leather, processed horn or varnished feathers. When importing meat, fish and other food that contains animal products (like milk, cheese, etc.) the following issues have to be considered:

  • There is no difference between commercial and non-commercial shipments (or between businesses or from businesses to consumers).
  • The shipment must be accompanied by a Health Certificate that has to be provided by the shipper. The Certificate must be original (no copies will be accepted) and has to be stamped and signed by the official agency in the export country or territory.
  • The Health Certificate is only valid if the company which provided it has a registration number in the European Union.
  • The shipment will be inspected by a veterinarian at the point of arrival into the EU. Inspection in the destination country or territory is possible due to national food laws.
  • Brokerage accessorial charges may apply.
  • For gift shipments, see gift exemption section.

Note: The only exception to this is for fish and fish products up to 1 kg. which doesn't require a veterinarian inspection or health certificate if they are a gift shipment between private individuals.
Raw coffee requires a phytosanitary inspection and cannot be cleared at the UPS ports of entry, Bergamo (BGY) and Treviso (TSF), because both locations are not assigned by the Italian Ministry of Health.

Customs accepts a maximum of 2.5 kg (5.5 lbs.) of roasted coffee for packing test or similar purposes without an import permit but the importer must provide a written declaration or confirmation of the usage.

Commercial imports of roasted coffee must be compliant with Italian requirements regarding labeling of goods (detailed description of the content, expiration date, etc.). It is the importers responsibility to obtain the import permit from the Ministry of Health. For further details please contact your Chamber of Commerce.

Shipments of cosmetics must be compliant with EU requirements regarding labelling. The labelling needs to be in Italian language with a detailed description of the ingredients of goods (e.g. content, expiry date, etc.).

Importer must provide a health permit (issued by Health Minister Border Office) that can be requested through UPS with additional costs.

Cosmetics without an import permit must be abandoned or returned on shippers expense.

Private individuals can import small quantities of cosmetic products without an import permit; Customs usually accept a maximum of two different kinds and a maximum of two items of each kind.

UPS provides International Dangerous Goods service for shipments between the U.S. and certain European countries or territories by contract only. Accessorial charges apply as follows:

  • Hazardous Materials Class 9 (HAZ) 10.23 Euros
  • Hazardous Materials All Other Classes (HAN) 45.00 Euros
  • The Washington Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) prohibits shipments containing leather products made from non-domesticated animals. This applies to watches with leather straps.

    For leather goods not covered by CITES, the consignee must declare that the leather is not from a protected animal species. The invoice or the importer's additional declaration must include the Latin scientific name of the animal.

    Commercial shipments of medical devices must be compliant with EU requirements regarding labeling. It needs to be labelled in Italian for import (detailed description of the content etc.)

    Importer must provide a health permit (issued by Health Minister Border Office) that can be requested through UPS with additional costs. Delays may occur.

    Medical devices must also fulfil the requirements of the product safety regulations of the European Union. For further information please see the information regarding 'Declaration of Conformity' under header 'Additional Import Documentation'.

    Private importers, in addition, must provide a prescription from an Italian doctor stating the medicine will be taken under the doctor's supervision. In case alternative pharmaceutical product (also different than the shipped one) for the same disease is available in Italy, import will not be allowed.

    For Nutritional supplements, the prescription needs to show details of the dosage/amount which cannot exceed 8 weeks supply.

    Shipments of military equipment are acceptable to NATO bases only.

    Most of modern test reagents for diagnostic research are built on antibodies which are generated from animal tissue. There are two types of antibodies, the monoclonal antibodies and polyclonal antibodies.

    Monoclonal antibodies are generated in vitro. Tissue from animals are taken (e.g. blood) and infected with certain substances or pathogens. The blood cells react with the production of antibodies which are than harvested and used for the production of the test kits. Due to the in vitro production and the controlled way of production those types of test kits are not subject to veterinarian control if it is a commercial production.

    Polyclonal antibodies are gained from living animals like rabbits. They are infected with the substances / pathogens and the animals are producing antibodies. The antibodies are harvested from the blood stream of the animals. Test reagents with polyclonal antibodies are subject to vet inspections.

    Shipment documents (commercial invoice or declaration on letterhead) should include:

    the place of origin of the material

    the quantity of the material, in weight or volume

    a description of the material/ animal source

    catalogue number and price (if available)

    additives (e.g., sodium azide, glycerol), their source (e.g., whole serum, supernatant, ascites), and purification, if any.

    protocols the recommended protocol or datasheet indicating any unique fixation, detergent, blocking, or incubation conditions.

    the intended use (commercial/ manufacturing; research/ testing)

    the name and address of the shipper

    the name and address of the receiver

    Commercially packaged, ready-to-use In Vitro Diagnostics (IVD) containing products of animal of origin, do not require a Vet-inspection, if compliant with Directive 98/79/EC on In Vitro Diagnostic Medical Devices. A declaration of conformity (CE-marking) must be provided for each individual commodity (e.g. reagents, test kits, immunosorbent assays such as ELISA kits.

    Samples must be marked or mutilated in a way that ensures the use only as a sample. This will allow the samples to import without a Certificate of Origin. The shipment should include only the number of samples necessary for the purpose of testing. The shipper must write "marked/mutilated samples with no commercial value" on all export documentation.

    Customs assesses a fixed rate of 3.5% duty and 20% V.A.T. for non-commercial shipments between individuals.

    In addition to a detailed description of each item, write additional comments of "gift shipment" on the invoice and in the Special Instructions box of the UPS Waybill to insure a proper assessment of duties and taxes.

    The destination country or territory considers the following items as document shipments. If criteria are listed, the shipment must meet the criteria to be considered a document shipment.

    Prohibited or Restricted Commodities

    In addition to the prohibited commodities listed here, it is prohibited to ship the following commodities to San Marino.

    Shipping of alcoholic beverages is only permitted with ISC contract service.

    The UPS service is limited to the import of wine and sparkling wine up to 15% alcohol where no excise duty applies (0% excise duty rate). Alcoholic beverages where excise duty applies can not be cleared at the UPS import sites. The same rule applies for alcohol within gift shipments.

    Commercial importers must provide a health permit to import alcohol. Private importers can import wine for their personal consumption without a health permit only in very small quantities (maximum 5 litres) and according to Customs.

    Alcoholic beverages (where no excise duty applies) cant be sold and delivered to under aged persons (under 18 years). The consignor is responsible to verify the age of the consignee prior to shipping.

    Endangered plants and animals protected by the multilateral treaty of the Convention on International Trade in Endangered Species (CITES), must be accompanied by a valid CITES Certificate.

    All import, export, re-export and introduction from the sea of species covered by the Convention has to be authorized through a licensing system.

    Shipper needs to provide the following documentation:

    Invoice with the scientific name and CITES certificate.

    Additional charges will be applicable. Products of animals or plants subject to CITES can only be accepted under a special contract for International Special Commodities (ISC).

    The labels of bottles have to show:

    The category of the product (e.g. wine, sparkling wine, liquor wine)

    Quantity, brand

    The actual alcoholic strength by volume, an indication of provenance, an indication of the bottler or an indication of the producer or vendor in case of sparkling wine and other product categories of sparkling wine.

    The protected designation or protected geographical indication if the wine has such a protection.

    Invoice must clearly display:

    Harmonized code, origin, quantity and type of packaging (i.e. bottles, cans) and alcoholic strength by volume.

    The import of wine is also regulated by a market organization of the European Union with rules on labelling and presentation of wine and additional documentation:

    Certificate showing drawn up by a competent body, included on a list to be made public by the Commission, in the products country or territory of origin.

    An analysis report drawn up by a body or department designated by the products country or territory of origin, in so far as the product is intended for direct human consumption.

    No certificate or analysis report need be presented for products originating in and exported from third countries or territories in labelled containers of not more than five litres fitted with a non-reusable closing device where the total quantity transported, whether or not made up of separate consignments, does not exceed 100 litres.

    Special Clearance Requirements
    The embassy or consulate may provide a special Customs clearance form. Write "Diplomatic embassy or consulate goods" on the invoice for customs clearance. Customs does not charge duty or taxes for diplomatic shipments of embassy or consulate goods if the special customs clearance form is available. An import delay may occur.
    Generally any kind of temporary customs procedures (goods being temporary exported and then returned for re-importation) cannot be handled at the UPS ports of entry Bergamo (BGY) and Treviso (TSF) since our simplified customs procedure does not allow this kind of clearance. However, if the goods were exported temporarily by an alternate broker at a qualified port of entry, then UPS can forward the shipment in bond with a Transit Document to the designated broker who can proceed with the re-importation without duty & tax payment.

    If the repaired goods arrive at the UPS ports of entry, Bergamo (BGY) and Treviso (TSF) and were not exported by an alternate broker at a qualified port of entry, then the goods must be cleared as normal imports with duty & VAT payment on the total invoice value (value of the goods + repair costs).

    Goods returned because of refusal by the importer in the original destination country or territory (for example, wrong consignment) can be re-imported into San Marino without duty & VAT payment. The San Marino importer must provide the former export documentation as confirmation. The invoice must include the country or territory of origin and the reason for the return.

    Customs does not accept Temporary Import Bond shipments in San Marino.
